  "text": "(1) A power to make regulations under this Act—\n(a) is exercisable by statutory instrument, and\n(b) includes power to make different provision for different purposes.\n(2) A statutory instrument containing—\n(a) regulations under section 5, 31 or 48, or\n(b) regulations under section 74 that amend or repeal any enactment contained in primary legislation,\nmay not be made unless a draft of the instrument has been laid before, and approved by a resolution of, Senedd Cymru.\n(3) Any other statutory instrument containing regulations under this Act is subject to annulment in pursuance of a resolution of Senedd Cymru.\n(4) In subsection (2), “primary legislation” means—\n(a) an Act of Senedd Cymru;\n(b) an Assembly Measure;\n(c) an Act of Parliament.",
