  "text": "CUSTOMS AND EXCISE\nMade 26th May 1993\nLaid before Parliament 2nd June 1993\nComing into force 23rd June 1993\nThe Commissioners of Customs and Excise, being a Department designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to customs matters of the European Communities, in exercise of the powers conferred upon them by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations:",
