  "text": "Order made by the Treasury, laid before the House of Commons under section 5(3) of, and paragraph 4 of Schedule 2 to, the European Communities Act 1972, for approval by resolution of the House of Commons withon twenty-eight days beginning with the day on which the Order was made, subject to extension for periods of dissolution, prorogation or adjournment for more than four days.\nCUSTOMS AND EXCISE\nMade 15th November 1991\nLaid before the House of Commons 18th November 1991\nComing into force 15th November 1991\nThe Treasury, by virtue of the powers conferred on them by section 5(1) and (3) of, and paragraph 4 of Schedule 2 to, the European Communities Act 1972 and of all other powers enabling them in that behalf, on the recommendation of the Secretary of State, hereby makes the following Order:",
