  "heading": "Transaction value: further excluded items - royalties",
  "text": "(1) The items referred to in regulation 108(8) as specified matters to be excluded as elements from a transaction value further include a royalty or licence fee payable by the buyer , either directly or indirectly where—\n(a) the royalty or licence fee does not relate to the goods being valued ; or\n(b) such payment is not a condition of sale of those goods in the agreement between the buyer and seller for the importation of the goods into the United Kingdom.\n(2) The value of the royalty or licence fee is, if it can be readily determined, the amount agreed to be paid.",
