  "text": "ROAD TRAFFIC\nMade 11th February 1988\nLaid before Parliament 23rd February 1988\nComing into force 15th March 1988\nThe Secretary of State for Transport (in relation to England) and the Secretary of State for Wales (in relation to Wales) in exercise of the powers conferred on them by section 20(2) and (3) of the Road Traffic Act 1972, and now vested in them, and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of the said Act, hereby makes the following Regulations:—",

      "text": "In relation to England, in the Secretary of State for Transport by virtue of S.I. 1976/1775, 1979/571 and 1981/238. In relation to Wales, in the Secretary of State for Wales. The Cycle Racing on Highways Regulations 1960 (S.I. 1960/250), were made by the Minister of Transport under s.13 of the Road Traffic Act 1956 (c. 67). That section was repealed by s.267(1) and Schedule 18 Part I of the Road Traffic Act 1960 (c. 16), but was re-enacted in s.12 of that Act. By virtue of article 3(1) and Schedule 2 Part I of S.I. 1965/319 the functions of the Minister for Transport under s.12 of the Act of 1960 in their application to Wales were transferred to the Secretary of State for Wales. S.12 of the Act of 1960 was repealed by s.205(1) and Schedule 9 Part I of the Road Traffic Act 1972 (c. 20), but was re-enacted in s.20 of the Act of 1972."
