  "text": "(This note is not part of the Regulations)\n1 The Cycle Racing on Highways Regulations 1960, as amended, which apply to England and Wales, authorise certain races or trials of speed between bicycles or tricycles, not being motor vehicles, (described in those Regulations as bicycle races) to be held on public highways subject to certain conditions including conditions as to the number of competitors taking part.\n2 These Regulations increase the number of competitors for two races selected in any one year by the British Cycling Federation from 84 to 100, and omit the address given in the Regulations for the Federation.\n3 These Regulations do not apply to Scotland.",
