  "text": "ROAD TRAFFIC\nMade 8th December 1995\nLaid before Parliament 5th January 1996\nComing into force 26th January 1996\nThe Secretary of State for Transport (in relation to England) and the Secretary of State for Wales (in relation to Wales) in exercise of the powers conferred by section 31(2) and (3) of the Road Traffic Act 1988, and of all other powers enabling them in that behalf, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby make the following Regulations:—",
