  "heading": "Local Inquiries",
  "text": "(1) Where an order is submitted to the Secretary of State for confirmation he shall, subject to paragraph (2) below, cause a local inquiry to be held.\n(2) The Secretary of State may, if satisfied that in the circumstances of the case the holding of an inquiry under this Regulation is unnecessary, dispense with such an inquiry.",
