  "text": "(1) The Scottish Ministers may by regulations modify a figure appearing in paragraph 10(2)(a) or (b) (and update the adjacent text so that percentage points are referred to correctly in the singular or plural).\n(2) A figure as so modified—\n(a) may be zero or a positive number,\n(b) if not a whole number (including zero), may comprise or incorporate a decimal fraction.",
