  "text": "(This note is not part of the Order)\nThis Order amends the Dangerous Dogs Compensation and Exemption Schemes Order 1991 by providing that a dog may be neutered by a veterinary surgeon or veterinary practitioner; that the insurance policy in respect of the dog may contain conditions and need not cover family members or certain employees; and that it shall be a requirement of certificates of exemption that the dog be muzzled and on a lead in a public place.",
