  "text": "Any person who—\n(a) without reasonable excuse refuses or fails to pay any charge which he is liable to pay under regulations made under section 25 or 26 of this Act;\n(b) resists or intentionally obstructs a traffic officer in uniform acting in the execution of his duty; or\n(c) contravenes or fails to comply with any regulations made under this Part of this Act, other than regulations made under section 25(1)(b) of this Act;\nshall be guilty of an offence and liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
