  "text": "(1) The Secretary of State may by regulations amend Schedule 11—\n(a) by adding exemptions from any provision of this Part;\n(b) by omitting exemptions added by regulations under paragraph (a).\n(2) Regulations under this section are subject to the affirmative resolution procedure.",
