  "text": "(1) The Secretary of State may modify a transfer scheme.\n(2) But if a transfer under the scheme has taken effect, any modification that relates to the transfer may be made only with the agreement of the person affected by the modification.\n(3) A modification takes effect from a date specified by the Secretary of State (which may be the date the original scheme came into effect).",
