  "text": "(1) The Secretary of State may make to the SSRO such payments out of money provided by Parliament as the Secretary of State considers appropriate.\n(2) Payments under sub-paragraph (1) may be made at such times, and subject to such conditions, as the Secretary of State considers appropriate.",
