  "text": "NATIONAL HEALTH SERVICE, ENGLAND\nSOCIAL SERVICES, ENGLAND\nMade 4th September 2003\nLaid before Parliament 10th September 2003\nComing into force\nFor the purposes of regulations 1 to 6, 10, 12 and 13 to 18 1st October 2003\nFor all other purposes 5th January 2004\nThe Secretary of State for Health, in exercise of the powers conferred upon him by sections 1(1), 3(3) and (5), 5(7) and (10), 6(2) and (7), 7(3), 9(1), (2), (4) and (5), 10(1) and (2) of the Community Care (Delayed Discharges etc.) Act 2003 and of all other powers enabling him in that behalf, having regard to the matters set out in section 7(1) of the Community Care (Delayed Discharges etc.) Act 2003, hereby makes the following Regulations:",
