  "text": "Where the chairman of the Board—\n(a) has died or ceased to hold office, or\n(b) is unable to perform his duties by reason of illness, absence from England and Wales or any other cause,\nthe vice-chairman shall act as the chairman for so long as there is no chairman able to do so.",
