Whereas the Secretary of State for Education and Skills has received a proposal from the Learning and Skills Council for England, made in accordance with section 51 of the Further and Higher Education Act 1992^f1 (“the Act”), for the establishment of a body corporate under section 16(1)(a) of the Act;

Now, therefore, in exercise of the powers conferred on her by sections 16(1) and 17 of the Act and for the purpose of giving effect to that proposal, the Secretary of State hereby makes the following Order:
