  "text": "The day appointed for the coming into force of the following provisions of the Act is 1st April 2015—\n(a) section 48 (provision of advice etc about residential licences);\n(b) section 53 (civil penalties for parking contraventions: enforcement) so far as not already in force;\n(c) section 69 (personal licences: no requirement to renew) and Schedule 18 (amendments consequential on section 69).",
