  "text": "(1) The Schedule to the Council Tax Reduction Schemes (Default Scheme) (England) Regulations 2012 is amended as follows.\n(2) In paragraph 2(1) (interpretation), in paragraph (a) of the definition of “training allowance”, omit “, the Chief Executive of Skills Funding”.\n(3) In paragraph 73 (interpretation)—\n(a) in paragraph (d) of the definition of “access funds”, omit “or the Chief Executive of Skills Funding”;\n(b) in the definition of “full-time course of study”—\n(i) in paragraph (a), for “, the Chief Executive of Skills Funding” substitute “or under section 100 of the Apprenticeships, Skills, Children and Learning Act 2009”;\n(ii) in paragraph (b), for “, the Chief Executive of Skills Funding” substitute “or under section 100 of the Apprenticeships, Skills, Children and Learning Act 2009”;\n(iii) in paragraph (b)(i)—\n(aa) omit “under section 14 of the Education Act 2002 or the Chief Executive of Skills Funding”;\n(bb) for “either of those persons” substitute “the Secretary of State”.",
