  "text": "(1) Section 39 (interpretation of Part 3) is amended as follows.\n(2) In subsection (1)—\n(a) in paragraph (b) of the definition of “the appropriate national authority”, for “National Assembly for Wales” substitute “ Welsh Ministers ”;\n(b) at the appropriate place insert—\n““strategic highways company” means a company for the time being appointed under Part 1 of the Infrastructure Act 2015;”.\n(3) In subsection (3), after “power” insert “ of the Secretary of State or the Welsh Ministers ”.\n(4) After subsection (5) insert—\n“(6) A statutory instrument containing regulations under this Part made by the Welsh Ministers is subject to annulment in pursuance of a resolution of the National Assembly for Wales.”",
