  "text": "If and to the extent that an order under section 70 of this Act so provides, section 223 of the Local Government Act 1972 (appearance of local authorities in legal proceedings) shall have effect as if—\n(a) any person authorised by virtue of the order to exercise a function of a local authority, and\n(b) any employee of a person so authorised,\nwere an officer of the authority.",
