  "text": "In this Part, “local authority” in relation to England means—\n(a) a county council;\n(b) a district council;\n(c) a London borough council;\n(d) the Greater London Authority acting through the Mayor of London;\n(e) the Common Council of the City of London;\n(f) the sub-treasurer of the Inner Temple;\n(g) the under treasurer of the Middle Temple;\n(h) the Council of the Isles of Scilly;\n(i) a parish council;\n(j) a National Park authority;\n(k) a functional body within the meaning of the Greater London Authority Act 1999;\n(l) an authority established under section 10 of the Local Government Act 1985 (waste disposal authorities);\n(m) a joint authority established by Part 4 of that Act (fire and rescue services and transport);\n(ma) an economic prosperity board established under section 88 of the Local Democracy, Economic Development and Construction Act 2009;\n(mb) a combined authority established under section 103 of that Act;\n(mc) a combined county authority established under section 9(1) of the Levelling-up and Regeneration Act 2023;\n(n) a fire and rescue authority constituted by a scheme under section 2 of the Fire and Rescue Services Act 2004 or a scheme to which section 4 of that Act applies;\n(na) a fire and rescue authority created by an order under section 4A of that Act;\n(o) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(p) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(q) any body specified for the purposes of this paragraph by regulations under section 79C.",
