  "text": "DESIGNS\nMade 16th July 1991\nLaid before Parliament 18th July 1991\nComing into force 12th August 1991\nThe Secretary of State, in exercise of the powers conferred upon him by section 250 of the Copyright, Designs and Patents Act 1988, with the consent of the Treasury pursuant to subsection (3) of that section as to the fees prescribed under these Rules and after consultation with the Council on Tribunals in accordance with section 10(1) of the Tribunals and Inquiries Act 1971, hereby makes the following Rules:–",
