  "text": "(1) Comptroller’s directionsThe Comptroller shall give such directions as to the further conduct of proceedings as he considers appropriate including directing the party or parties to attend a case management conference or a pre-hearing review or both.\n(2) If a party fails to comply with any direction given under this rule, the Comptroller may in awarding costs take account of such default.",
