  "text": "On the date on which the Development Commission is dissolved:\n(a) all rights and liabilities of the Development Commission relating to the property known as Units 3 and 4, Chartfield House, Castle Street, Taunton, Somerset TA1 4AS, shall transfer to the Secretary of State; and\n(b) all other remaining functions, property, rights and liabilities shall transfer to the Countryside Agency.",
