The Secretary of State, in exercise of the powers conferred upon him by section 35(1), (3), (4), (6) and (7) of the Regional Development Agencies Act 1998^f1 and of all other powers enabling him in that behalf, hereby makes the following Order, a draft of which has been laid before and approved by a resolution of each House of Parliament:
