  "text": "(This note is not part of the Order)\nThis Order contains the Secretary of State’s approval to a Scheme, submitted to him under the Police Act 1964, amending the Devon and Cornwall Police Amalgamation Scheme 1974 with effect from 1st April 1990.\nIt provides that the respective proportions of the expenses of the combined police authority which the constituent councils are to contribute are to be assessed by reference to populations rather than rateable values.",
