"text": "(This note is not part of the Regulations)\nPart 5 of the Digital Economy Act 2017 (“the Act”) allows specified persons listed in the Schedules to the Act to share information for specific purposes. Section 56(1) of the Act allows a specified person to share information with certain other persons for the purposes of preventing fraud against public authorities. Part 2 of Schedule 8 to the Digital Economy Act 2017 contains a list of Welsh bodies specified for the purposes of section 56(1). These Regulations remove the Higher Education Funding Council for Wales from that list and replace it with the Commission for Tertiary Education and Research.\nThe Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with these Regulations.",
