  "text": "(1) A digitally excluded operator whose principal place of business is in Wales must apply to Natural Resources Wales for a digitally excluded operator number.\n(2) On receiving an application under paragraph (1), Natural Resources Wales must—\n(a) assign the applicant a digitally excluded operator number, and\n(b) inform the applicant of the digitally excluded operator number.",
