  "text": "(1) For the purposes of regulation 3, the following shall be conclusive evidence of the matters certified in relation to the person with respect to whom it was issued—\n(a) in the case of a person mentioned in paragraph (a) of that regulation, a certificate signed by a consultant ophthalmologist; and\n(b) in the case of a person mentioned in paragraph (b) of that regulation, a certificate issued by or on behalf of a local authority stating that he is a registered person.\n(2) Unless the contrary is shown, any document purporting to be a certificate for the purposes of paragraph (1) shall be taken to have been validly issued.",
