  "text": "SOCIAL SECURITY\nMade 7th September 2004\nLaid before Parliament 8th September 2004\nComing into force 29th September 2004\nThe Secretary of State for Work and Pensions, with the consent of the Treasury in exercise of the powers conferred upon him by sections 140B(1), 140C(1), (2) and (4) and 189(4) to (6) of the Social Security Administration Act 1992 and section 70 of the Child Support, Pensions and Social Security Act 2000 and of all other powers enabling him in that behalf, after consultation with organisations appearing to him to be representative of the authorities concerned, hereby makes the following Order:",
