  "text": "(1) Subject to paragraph (2), the provisions of this Order shall be enforced by the local authority.\n(2) The Scottish Ministers may direct, in relation to cases of a particular description, or in relation to a particular case, either that this Order shall be enforced by them and not by the local authority or that this Order shall be enforced both by them and by the local authority.",
