  "text": "HARBOURS, DOCKS, PIERS AND FERRIES\nMade 5th July 1989\nLaid before Parliament 5th July 1989\nComing into force 6th July 1989\nThe Secretary of State for Transport in exercise of the powers conferred on him by section 5 of, and paragraph 4(5) of Schedule 2 to, the Dock Work Act 1989 and of all other powers enabling him in that behalf hereby makes the following Regulations with the consent, so far as paragraphs 7 and 9 of the Schedule thereto are concerned, of the Treasury:",
