(1) Each district council shall keep a register of—
(a) all dog licences and block licences issued by the council which are for the time being in force and,
(b) guard dog kennels, ...

which shall be in such form and contain such particulars as may be prescribed.
(2) A register kept under paragraph (1) may, at all reasonable hours, be inspected and copies of entries in the register taken, free of charge.
