  "text": "In this Order—\n“the Board” means the Dover Harbour Board;\n“director” means member of the Board;\n“the Dover Port Users Group” means the body referred to in article 9(2)(b);\n“harbour” means Dover Harbour and has the meaning given by section 4 of the Dover Harbour Consolidation Act 1954;\n“the new constitution date” means 1st May 2016; and\n“the Port & Community Forum” means the body referred to in article 9(2)(a).",
