  "text": "The Board may, for the purposes of or in connection with the carrying on of the undertaking, lend money to—\n(a) any such company as is referred to in article 4(1)(b), 5(1)(b) or 7(1) or article 5 of the 2006 Order (power to form subsidiaries); or\n(b) any person carrying on or proposing to carry on harbour operations or any business within or in the vicinity of the harbour.",
