  "text": "(1) This paragraph applies to—\n(a) a district council in England,\n(b) a county council for an area in England for which there is no district council,\n(c) a London borough council,\n(d) the Common Council of the City of London, and\n(e) the Council of the Isles of Scilly.\n(2) The “relevant functions” of a person to whom this paragraph applies are its functions under—\n(a) Part 2 of the Housing Act 1985 (provision of housing);\n(b) Part 6 of the Housing Act 1996 (allocation of housing);\n(c) Part 7 of the Housing Act 1996 (homelessness assistance).",
