in paragraph 3, for the words from “Member States” to “Article 227” substitute “competent authorities, the Secretary of State may make regulations”;
(b)
in paragraph 4—
(i)
in the first subparagraph—
(aa)
in the words before point (a), for “Commission may adopt implementing acts” substitute “Secretary of State may make regulations”;
(bb)
in point (b), omit “measures requiring Member States to determine”;
(ii)
omit the second subparagraph.
