  "text": "(1) In addition to its assigned work, the Institute may carry out any scientific work for any person (including the Department or any other government department) on such terms and conditions as may be agreed between the Institute and that person.\n(2) Anything done by the Institute by virtue of this Article is referred to in this Part as its “commercial activities”.",
