In paragraph 1 for “Member States shall” substitute “the Secretary of State must endeavour to”.

(3)

In paragraph 2 for “Member States shall” substitute “The Secretary of State must endeavour to”.

(4)

Omit the two unnumbered paragraphs after paragraph 2.
