  "text": "(1) Annex 1 (the European Route Network Design (ERND) function) is amended as follows.\n(2) Omit Part A (objective).\n(3) In Part B (planning principles)—\n(a) for point 1 substitute—\n“1. The Secretary of State, airspace users and air navigation service providers must participate in the development of the European Route Network Improvement Plan, while applying the airspace design principles set out in this Annex.”,\n(b) omit points 2 to 6,\n(c) in point 7—\n(i) for “Network Manager, Member States, functional airspace blocks” substitute “Secretary of State”, and\n(ii) omit “as part of functional airspace blocks or individually”,\n(d) in point 8—\n(i) for “Member States” substitute “The Secretary of State”, and\n(ii) omit “and functional airspace blocks” in both places those words occur,\n(e) in point 10—\n(i) for “Network Manager and Member States” substitute “Secretary of State”,\n(ii) for “develop” substitute “participate in the development of”, and\n(iii) “for Member States”, in the second place those words occur, substitute “the Secretary of State”, and\n(f) in point 11—\n(i) for “Network Manager, Member States” substitute “Secretary of State”,\n(ii) omit “, functional airspace blocks”,\n(iii) omit “as part of functional airspace blocks or individually,”, and\n(iv) for “continuously review” substitute “participate in the continuous review of”.\n(4) In Part C (airspace design principles)—\n(a) in point 1—\n(i) for “Network Manager, Member States, third countries, functional airspace blocks” substitute “Secretary of State”,\n(ii) omit “as part of functional airspace blocks or individually,”,\n(iii) in point (a) omit “or functional airspace block”,\n(iv) in point (g) omit the last sentence, and\n(v) in point (j) omit “or functional airspace block”, and\n(b) in point 2—\n(i) for “Network Manager, Member States, third countries, functional airspace blocks” substitute “Secretary of State”, and\n(ii) omit “as part of functional airspace blocks or individually,”.\n(5) Omit Part D (on-going monitoring of performance achievements at network level).",
