Article 4 (safety oversight function) is amended as follows.

In paragraph 1—

(a)

for “Competent authorities” substitute “The competent authority”,

(b)

for “their” substitute “its”,

(c)

for “ATFM,” substitute “ATFM and”, and

(d)

omit “and other network functions”.

(3)

Omit paragraphs 2 and 3.
