Article 10 (review procedure of the proposed changes) is amended as follows.

In paragraph 1—

(a)

for “Competent authorities” substitute “The competent authority”, and

(b)

in the unnumbered paragraph after point (b)—

(i)

for “competent authorities determine” substitute “the competent authority determines”, and

(ii)

for “they”, in both places it occurs, substitute “it”.

(3)

In paragraph 3 for “competent authorities” substitute “the competent authority”.
