Article 1 (subject matter and scope) is amended as follows.

In paragraph 2—

(a)

in point (a) for “Union” substitute “United Kingdom”, and

(b)

in point (b) for “a Member State of the Union” substitute “the United Kingdom”.

(3)

In paragraph 3 for “authorities of the Member States” substitute “authority”.

(4)

In paragraph 4 for “Member States shall ensure that national rules are established” substitute “the Secretary of State must take such steps as the Secretary of State considers appropriate”.
