  "text": "For Article 17 (revision of annexes) substitute—\n“Article 17\nRevision of Annexes\n1. The Secretary of State may by regulations made by statutory instrument amend Annex 1 or 2.\n2. Regulations under paragraph 1—\n(a) may make different provision for different purposes;\n(b) may make transitional, transitory or saving provision;\n(c) may make consequential, incidental or supplementary provision.\n3. A statutory instrument containing regulations under paragraph 1 is subject to annulment in pursuance of a resolution of either House of Parliament.”.",
