Article 7 (safeguards) is amended as follows.

In paragraph 1—
(a)
in sub-paragraph (a) for “an EC” substitute “a”, and
(b)
in sub-paragraph (b) omit “EC”.
(3)
Omit paragraphs 2 to 6.
