In the unnumbered paragraph after paragraph 1 for “In those Member States where” substitute “Where”.

for “Two or more Member States” substitute “The Secretary of State”,
(b)
after “establish” insert “or participate in”, and
(c)
at the end insert “with one or more Member States”.
