  "text": "(1) A person guilty of an offence under regulation 9 or 10 is liable—\n(a) on conviction on indictment, to imprisonment for a term not exceeding two years or to a fine or to both;\n(b) on summary conviction, to imprisonment for a term not exceeding three months or to a fine not exceeding the statutory maximum or to both.\n(2) A person guilty of an offence under paragraph 1(5) or 4(1) of Schedule 1 is liable on summary conviction to imprisonment for a term not exceeding three months or to a fine not exceeding level 5 on the standard scale or to both.",
