  "text": "In Article 2—\n(a) in paragraph 2—\n(i) at point (l), for “Community”, substitute “appropriate authority”;\n(ii) after point (n), insert—\n“(o) “third country” means a country or state other than the United Kingdom;\n(p) “prescribe” means prescribe by regulations;\n(q) “appropriate authority” means—\n(i) in relation to England, the Secretary of State;\n(ii) in relation to Wales, the Welsh Ministers;\n(iii) in relation to Scotland, the Scottish Ministers;\n(iv) in relation to Northern Ireland, the Northern Ireland devolved authority;\n(r) “Food Safety Authority” means—\n(i) as regards England, Wales and Northern Ireland, the Food Standards Agency;\n(ii) as regards Scotland, Food Standards Scotland;\n(s) “reference laboratory” means a laboratory prescribed by the appropriate authority under Regulation 2017/625;\n(t) “Northern Ireland devolved authority” means the Department of Health.”;\n(b) omit paragraph 3.",
