  "text": "In Article 3—\n(a) in paragraphs 2(c) and (f), for “Community”, substitute “[United Kingdom]”;\n(b) in paragraph 2, after paragraph (u), insert—\n“(v) “prescribe” means prescribe by regulations;\n(w) “appropriate authority” means—\n(i) in relation to England, the Secretary of State;\n(ii) in relation to Wales, the Welsh Ministers;\n(iii) in relation to Scotland, the Scottish Ministers;\n(iv) in relation to Northern Ireland, the Northern Ireland devolved authority;\n(x) “Food Safety Authority” means—\n(i) as regards England, Wales and Northern Ireland, the Food Standards Agency;\n(ii) as regards Scotland, Food Standards Scotland;\n(y) “Northern Ireland devolved authority” means the Department of Health.”.",
